You're wrong about low textures on terrain.
Terrain has to be with many chunks and with TVLandscape.DynDrawTexture you can draw detailed textures as you like.
In NFSU road is terrain. Sidewalks are meshes. That way it is optimized.
Just make map editor that can draw textures on land and that's it.

I suggest that you buy TrueVision 6.2 to acces 6.5 version so that you can instantly play little bit with car physics and stuff. 6.5 is way better than 6.2.
